My wife was able to buy Oxa Forte and Arcedol over the counter a couple of years ago, for her back problems. I have not heard if anything has changed to prevent such purchases.

Costa Rica: Did anyone feel the earthquakes?:
Yes, my wife and I woke up at 4:30 am when the earthquake occurred offshore from Tamarindo, and our bed was moving back and forth. Later in the morning we felt an aftershock. I read that there were also some additional small aftershocks that we did not feel.

Pombinha, I do not know what you are referring to when stating "the Americans whom get all they need to apply for residency and to renew their Cedula from their Embassy"? Other than registering with the US Embassy to notify them that we live in CR, we had no contact with the Embassy when getting residency and renewing our cedula.

Costa Rica: Seriously Considering Retirement options:
Here is my standard answer as to "where to retire in CR": Start by asking yourself a few questions: "What is most important to me: beach living vs mountain areas; hot and sunny vs cool and rainy; big city (San Jose) vs small town vs rural areas; cultural activities or outdoor activities; living on a tight budget vs greater comforts; own a car vs public transportation; access to medical facilities, airports, and borders (for Visa runs)".
Categorize your likes and dislikes as "essential qualities, would be nice to have, or not essential", as well as "avoid", so that you can narrow down possible places to live. Then ask for further recommendations in the online forums. Don't try to cover too much in one post on a forum - post different topics as separate questions so that responses stick to one topic. Spend some time exploring past discussions in forums and then ask specific questions.
Research: You can find suggestions on places to live by browsing various Expat Forums, but what is right for you will be a very personal decision. Most people will tell you that "where they live" is the best place to move to in CR - so you need to state your top criteria first so the responses are specific to what you want. Visit several different expat forums for advice, such as: "Expat.com", "ExpatExchange.com", "Forums.arcr.net", "ExpatsKnow.com", and "Expatriates in Costa Rica" on Facebook. Then choose a few locations in CR that appear to fit your criteria to visit.
You have sufficient funds to retire - but we spend more per month in CR and don't "throw money out the window"! Both location and lifestyle will affect your cost of living.
Costa Rica: Conflicting cost of living stories?:
It does sound feasible, but one additional consideration is to have extra money for the first couple of years - moving and travel expenses, getting established in a new home- new purchases, buy a car(?), Spanish lessons(?), learning how to reduce costs in a new environment, etc. Add cost to obtain residency and/or cost to leave the country every 3 months until you have residency. I assume that your rental income will increase to keep up with future inflation.
Costa Rica: Renewing the Cedula:
The correct expiration date should be shown on his DIMEX card (cedula) next to the word "Vence". Residency should normally be renewed during the 3 months prior to the expiration date shown. If he us beyond that date, he should renew it as soon as possible.
Costa Rica: About CIMA:
FYI, Hospital Dr. Enrique Baltodano Briceño is the CCSS hospital in Liberia. The others are private hospitals.
