Come here only if you have income outside of the country. If not, you will quickly find out that salaries are indeed very low and you probably won't be able to sustain yourself very long. Now as to the rest of the negatives, corruption, poor and expensive its all true. There is no freedom of travel, you have to go checkpoints after checkpoints by crooked COPs so there is really very little movement within the country. So unless you are totally fed up where or filthy rich you are stay there!

Hi, I noted your post and wanted to give you my take about living in Paraguay. After reading your post you would first want to maybe inquire about insurance costs in Paraguay. I only know of Asismed & Migones, both great if your are in Asuncion, but the key issue here would be if he could even get insurance and at what cost. YThere is no Air rescue just an ambulance, meaning if you are between life and death, and you are not in Asuncion and need emergency care you are in trouble, like 3 to 6 hours before you get to the Hospital, Also, you will find that using an ATM here is loaded with fees, Figure that if you have to us the ATM it will cost you $ 12 TO $ 15 each time. Meaning if you take out $100 their POS will ask you to approve $105, then your bank tacks on an additional $5 plus a 3% fee. Maybe its a good time to check with your bank about foreign fees. Its mostly a cash based society so you will be needing the ATM, also make sure that you only get US Dollars and then convert it and Do not ask the ATM for Guaranies, as you will find that the bank rates are much lower than the going rate. In my case in three months that I was there I racked up $400 in fees befiore I caught on to what was occurring. Y

Whatever you save on apartment rent you will lose on the back end. For instance ATM fees, in Paraguay every time you use a foreign ATM card to retrieve your money its a $12-15 charge, $5 for their POS system, $5 from your Bank, plus 3% fee. Do this 5 times in a month and it will cost you $60!
Paraguay: Paraguay - Police State:
Coming to Paraguay? Be prepared to be stopped, these guys have taken roadblocks to a new level. It seems like roadblocks are the norm in Paraguay, everywhere you go these days they have one set up. I have been here only a month and already I have been stopped three times! Its ridiculous, this country is truly a Police State!

Its true the RoadBlocks are ridiculous. Can you imagine the damage they do to their own economy. In Encarnacion when its Carnaval time, the police show up in droves. There is a zero limit on Alcohol and driving meaning one sip and you're done. The ATM's fees are an abuse within themselves, there is a $5 upfront fee and the limit is $300.00. So that $300 transaction will will cost you $305.00 plus the Bank Fee, Itau Bank for instance is another $7.15 and don't forget the US bank fee of $5 plus 3% of the amount. Total Charge $26.15 for those $300.00. Better off wiring the cash to yourself for $7 (Western Union)
Paraguay: You've Not Seen High Prices:
Paraguay is as or more expensive than the US! Period. The Paraguayans are currency manipulators and charges extremely high for just about anything but cell phone is the least of your problems in Paraguay. Lets take a typical ATM withdrawal in Asuncion. First there is the $5 fee that is added on before hand. So although you want $100 you are charged $105.00. O.K. I can deal with $5 but then here comes the surprise. If you happen to use Itau Bank then you will be surprised with another charge of $7.16 after the fact then your Bank charges 3% on top of that meaning the whole idea of a $ 100.00 withdrawal is going to cost you $ 15.16. This is one of many ways Paraguay rips you off!
Paraguay: Moving to PY in late November:
Do not sign any contracts with any cell carrier in Paraguay. In the case of TIGO, after you sign if you decide to cancel they make you go their main office in Asuncion. Then you have to give them a Three Month Notice! That;s right Three Months! I cam to the conclusion that any and all contracts on Paraguay screw over the Consumer, so stay away from the Contracts just Mini Load at any Convenience store or Gas Station.
Paraguay: Starting a Restaurant:
Assuming you aside from being a Great Chef are also a great businessman, I would start with contacting the US Embassy and get on their mailing lists, find access to economic details, etc. for your business plan. Also, assuming you have the capital to invest look into the existing local franchises. I hope this helps!
Paraguay: Survey about Healthcare in Paraguay:
Man this is a nice and important post. I find that the best solution that works for me is having Insurance in Paraguay and in the USA. The USA policy is by far the better, no limits. You can get an Obamacare bronze for about $200 or less with the subsidy, and even with my income, which is pretty nice I still was able to qualify for a subsidy. My USA plan costs me about $600 a month for a family of four, but I got the Gold plan, If I opted for a Bronze plan it would about $250. Hope this helps!
