Russia: looking for an inspector in ASTARAKHAN:

I'm shadi from ASP inspection company and looking for a technical inspector in ASTARAKHAN,although I have searched profiles but I could not reached to a good result,then I will be thankful if you help me to find a qualified person there or someone who could introduce a junior technician to me.
