Cuenca is probably the nicest and safest large city to visit, but if you are prudent, you should have no problem anywhere, thought I have talked to people who lost everything even in Cuenca. As for moving there, think long and hard first, especially if your only reason is to find a cheap place to retire. Prices are going up and will continue to do so, and if the dollar devalues any more there could be problems. Law enforcement is not what it is in the US especially when it comes to rape. The penalty is only 4 years if they pursue it.
