Uruguay: general questions:

I'm interested in moving to Montevideo but need to know some things. Are things generally very regulated or not? I'm in Paraguay right now and everything is pretty loose. Do the police stop traffic and ask to see everyones documents (to catch illegals). Here they do which is the one thing they aren't loose about. What are the residency requirements? Do they have that Buenos Aires accent? (which I find a little difficult to understand). thanks
