Ireland: Getting Irish Drivers License as US Citizen:

As a US citizen here on a stamp 1, do I have to go through all of the leaner courses and process to get an Irish license? My year is almost up and I am told I must get one but it makes no sense to go back to the restrictions of a learner permit. Can someone explain the process that has been through this?

Ecuador: License to be a vendor/sell beer liquor on beach:

I want to set up a vendor booth on Tonsupa beach. I am having trouble finding details on this. I know I have to have a permit from the Municipality, but I cannot find anything about how to get permission to use the space there on Tonsupa Beach alongside the other vendors. Also, is there a liquor license to sell alcohol like there is here in the US? Can anyone help me locate this info?
