China: Dogs as pets in Shanghai:

My wife and I have been asked to consider moving to Shanghai for an assignment. We don't have kids but two dogs - these are our kids! I have heard stories about people having their dogs stolen - we assume ending up in someone's dinner. It may be crazy but we would not move if our dogs were at risk. How big a problem is this? It is more a problem outside of the city? Anyway to prevent this if it does happen? Please respond here or to kpinnow@yahoo.com Thanks!
