You can get 5yrs if you own/invest in a business.
I'm pretty sure you have to apply for your Visa on arrival BEFORE you get to VN, ( unless they've changed this??? )

My wife bought one, personally I think it was a scam, and I'm sure it actually attracted more of them at her house, she got a money back guarantee, BUT I think it was only about 75% , easy money, just wait a month and then sell it to another pigeon? I have a dog that catches mice, cats, gecko's, etc, although my house is surrounded by pigstys and cowsheds, etc, I've seldom see a rat, but plenty of mice and frogs, which attract snakes.

You can use your current e-mail address on any computer. It's probably a USB stick he attaches to his computer, Is he with VNPT or Viettel? How long ago was it that you were last in VN? Things have improved heaps with the internet over the last few years. Buying time ( pre paid ), is a very expensive way of doing it, does your nephew have a phone landline?

Thanks for the insight Ironbark, I thought if things got too bad for me in VN, I'd move to Laos, but after reading this, I don't even want to visit anymore, and I thought the corruption and cheating, etc, was bad in VN.
