I've traveled a lot, mostly back in the day, and this rule seems to be unique to Panama, Granted I'm a CR resident, so never encounter a problem there.
Up until a 2012 Paso Canoas would routinely stamp us in, No questions.
I haven't heard of Nicaragua causing this problem.

I arrived in CR nearly a quarter century ago. Loved the people, and the quaint vibe of the place. Ox carts, etc. along with the COL.
I departed several years ago mainly due to the CAJA tax. I have a great med plan, but this CAJA tax was going to more than double what I pay in US income tax. Since CAJA doctors have been involved in organ harvesting I doubt I'd use this wonderful service.
600$ fines for not using a seat belt seemed excessive too.

If prior administrations could send marines to remove a standing president, I'm quite certain that those same prior state depts would be quick to weigh in on this law.
Especially so since in traveling to 40 countries I've never experienced this. Also, it has only been enforced for less than 3 years, and rather than addressing a problem, maybe they felt they could finally get away with it, as it had been on the books for many years as I understand.
