Another option that I have used is go to a UPS store that also has Mail Box they have a physical street address that works for drivers licence, passports, bank accounts etc

There are about 4 hotels across the street from the bus station for around $10 per night, you won't find them on the internet but likely there will be reps from them meeting the bus.
Otherwise you can pay $80 at the Holiday Inn.

You are really better off checking around locally when you arrive as real estate agents tend to only push high end properties and a lot are not even listed but the neighbours know.

As you say you will be staying in a house I assume that means you will be staying with friends? If so rely on their advice.
Although Soyopango is a known home of gangs, foreigners are not targeted, neighbourhood citizens look after each other so it won't take very long for them to know you are staying with friends and you will be fine driving buying food, going to the park etc. Friends will be able to advise you of any areas to be avoided.
The gangs make their money mainly from extortion of local business not from harassing visitors.

Actually I believe it is similar to El Salvador where a temporary residency is issued as a step in the residency visa process.

I agree with Antigua being the place for you with your list of requirements.
I chose La Libertad El Salvador myself as Antigua was out of my price range for buying property and I didn't need the maor expat scene found there.
To be perfectly safe with the pot use why not check out Uruguay, haven't visited yet but from what I've read think it would also fit your wish list.

Just to add that if the car is more than 7 yrs old the 60 day vehicle permit can NOT be renewed and a daily fine will be levied.
