Hi , Dan Estonian rent is not expensive compare to other EU country , it depends on you how many you want to pay . near the center , the rent usually is more than 230eur , flat only one room ,kitchen , toliet which suitable for you . some rent fee including heating but depend on owner , usualy you pay rent fee and electricity ,water, internet . I hope you can rent a cheaper , good condition flat . Good luck !
