Bulgaria: Canadian - non EU issues of residence:

I am a Canadian woman interested in moving to Varna in late spring 2015, or later. I would like to obtain a long term Visa. Normally countries tell you that you MUST go through the process in your home country but in my experience there is often an easier way if you move to the country first, do the paperwork, go on a holiday out of country and come back. Is this the case in Bulgaria? Are there any non-EU people who have done this?
