real esate values on the North Coast

I'm planning on moving to the DR nest year and have been watching the listings on the North Coast and some have a drastic reduction of $40,000 or more and it may be the second reduction. i know there are no real records kept on this but there should be a "rule of thumb" for a three bdrm villa, nice lot.
With the real estate market in bad shape properties seem considerably over priced or it's worth what ever it'll sell for?? ..40%/50% Just curious
