RNE vs VITEM XI

Hi.

I'm an American who married a Brazilian lady in the U.S. four years ago. We are planning on moving to Brazil this summer. She already owns a home in Goiania.

I only have a temporary Brazilian Visa. I need to get a Permanent Resident Visa.

What is the difference between the VITEM XI Visa that I can obtain through the Brazilian Consulate General here in the US and the RNE (Registro Nacional de Estrangeiros) I would have to obtain in Brazil?

Are they the same and/or do I need both?

If you want to be permanent resident the card you need to apply for is this.
Obs: permanent visas are for those who are going to establish permanent residence in Brazil.
Family reunion domestic domestic relationship
Also you can only apply for the RNE in Brazil at the Federal Police. I just went through this got a permanent resident card.in May 2018 When total through the local Federal Police in my city I am living. You may want to talk to Consulat to see what document you need to bring and have translated. The law and requirements for permanent visa just change here in 2018. I had a tourist visa first.
