BUYER BEWARE - Ingleses Floripa - NO Doc apartments FOR SALE

Hundreds of apartments and row houses have been built in the last 15 years in INGLESES, north island Florianopolis - with NO documentation, that means they CANNOT be financed, the Cartorio does not recognize them as LEGAL structures. You cannot register them in the Cartorio.
Have been told the land was public land and builders decided to build on it - sort of illegally. Many have never been occupied since being built 15 years ago and are continually FOR SALE online OLX by unscrupulous builders.
Hard to imagine a builder risking HIS money to build these things with no guarantees he could sell them.
Some have been sold and are being rented out at a very low rate, so renting cheap may not be a bad idea. Just don't be surprised when the state comes in one day and tells you to leave.
It looks like politicians and local governments looked the other way - GOT PAID OFF ? Because no one raised red flags to stop it.
