TAXES, But worth a look all the same – Anew tax?

A few months ago I made a post asking if other members were finding difficulty in having credit card renewals sent to them in Colombia from overseas. This was a fact for me as my bank in Europe, HSBC, had confirmed in writing they were no longer shipping credit cards and other like items to Colombia because it had taken off their list of postal destinations because of delivery risks. Now I think I understand it a bit better?

A couple of months ago my American Express card was due for renewal but nothing arrived so I phoned them in the UK (it is a Euro card) and they proposed to deem it “lost” and said they would send a replacement. I waited patiently.

A few days after the above communication I received my card replacement and thought…”that was quick”. However, when I tried to activate the new card it was denied because of ID control problems. I phoned AMEX UK again and we tried to find out what had gone wrong – it was simple, the card I had just received was the original card renewal that had gone missing for about a month. As this card had been “blocked”, AMEX suggested I tear it up and await a new replacement. Within 2 days the Waybill tracking for this “new” card showed it already in Bogota waiting onward delivery to my doorstep.

I waited. I waited.

Finally 15 days later the tracking showed the card was still “on hold” in Bogota. I emailed DHL and received the following replies which I think are pretty self explanatory:

- One email states the shipment has been returned to the UK.

- A 2nd email states DHL tried to contact me asking payment of import duty taxes but had been unable to advise me because the Waybill provided no phone/internet contact.

- A 3rd email notifying me of the outstanding tax liability.

I don’t know about you, but this surprises me I have never had to pay any import duties on incoming credit cards and I have heard absolutely nothing about the introduction of such a charge – Have any of you? What is sure is that, if this is true, it will make “somebody” a lot of money- just think how many credit cards get shipped around the world. Could this be a new tax that banks would prefer to avoid and, hence, difficulties in card deliveries from Europe, USA?

American Express notified me on Jan 12 2020 they HAD SENT a replacement card to me via DHL. When I tried this tracking number on Jan 22 it stated the delivery was at Bogota awaiting further dispatch to Medellin. NOW, 5 days later, the tracking report states this delivery is STILL ON HOLD IN Bogota,
What is happening? Why is this AMEX card being held for so long? THIS IS THE 2ND AMEX CARD THAT DHL HAVE HAD PROBLEMS WITH. This card is the replacement for an earlier card that AMEX sent that arrived a month later. This needs URGENT attention.
