Construction and Location?

Hola estimados (haha), I have been living in Chile for the past two and a half years, so I know a little bit about life in Latin America. I was going to build and live here, but long story, things are going a different way. I visited Colombia twice, liked it, and am hoping to arrive (for permanent) in a couple of weeks. (Howdy, neighbors!)

Long story, ordinarily I would rent a place for a year to make sure I am in the right place, but long story short, it won't go that way this time, as my legal advisors are saying that the thing to do (to avoid outrageous taxes) is to buy a place, and apply for residency that way. (I could explain it, but it is a long story.)

I have several friends in Colombia. Two of them advised the Cauca region, as it is supposed to have pleasantly warm (short sleeve) days, and not-so-cold nights. And outdoor plants grow well. I had a little bit of hesitancy, because I have heard of "Caucastan", and wonder if that region is safe with regard to the fuerzas armadas?

Also, when I was there before, I noticed that most places are built with concrete blocks. However, Colombia is also at least somewhat seismic? Meaning they do get earthquakes from time to time? (And they are expecting some seismic activity on the Pacific Ring of Fire?) And concrete blocks (and other masonry) don't really do so well in earthquakes, as they tend to shatter and fragment? I know concrete blocks can be shored up with metal rods, but I was thinking treated wood would be a lot better option. Does anyone have any comments about that?

So I know that "Construction and Location" is a huge topic, with a lot of personal preferences, but I guess I was wondering if anyone had any comments on plans for the Cauca (or other suitable location from, say, 1400-1700 meters elevation), and treated-wood-versus-concrete-block construction? Also, "Caucastan" in general. Any and all advice would be greatly appreciated. Thank you!
