Landlord troubles

I've signed a one-year lease on a property in a gorgeous beach town. I lived in the property before signing, and really liked it until ...

I discovered a major plumbing issue. Briefly, there is a break in the soil pipe allowing waste water to flow across the outdoor patio. It stinks and several times a week we're out there with bleach and a broom doing cleanup.

The landlord has known about this issue for at least 4 weeks. Whenever we bring it up, she promises that someone will be out to take care of the problem. The fix is likely to be expensive. Concrete will have to be broken up and removed and new pipe laid. A guy came out a couple of weeks ago and rooted out a garbage bag full of horrendous sludge, but so far no one's been out to take a look at the disconnected pipe.

We don't want to cause the landlord trouble and believe it or not would like to stay in the property. But this is very unpleasant and and an obvious health hazard. Is there some authority we can appeal to that can build a fire under the landlord?

Sadly you will never to leave the property. Hopefully you did not give much (if any) deposit to rent. The good news is, unlike the states, there will be no enforcement for "breaking" a lease in CR for the same reason there will be no help.
