I would like t0 establish an ongoing dialog with other wheelchair users or their caregivers in central Cuenca. - people with direct experience. Or, does such a group exist. I know it´s difficult. I want to know specifics and how to deal.

As an aside - the new Tranvia in Cuenca will be very wheelchair friendly loading at sidewalk height with no step up and space inside to accommodate wheelchairs and bicycles.
Set to be operational around March of 2019.

Judging by the conditions of the sidewalks, I would think it very difficult to maneuver a wheelchair in Cuenca.

There is certainly progress to be made on many sidewalks on many streets.
But the city has come a long way in recent years in replacing sidewalks - and burying infrastructure at the same time.
Consider all around the new San Francisco Plaza - 5-6 miles of Ordonez Laso, all of Solano and many of the blocks around the Manuel Vega/Calle Larga/Presidente Cordova neighborhood.

Plus many new protected bike lanes just within the last year. I would think a wheelchair would be perfectly legal in those new bike lanes.
