Soon to be Expat retiree

Hello fellow expat's in Ecuador. I believe I have settled on Manta, Ecuador as my location to visit and likely settle. It has a similar climate as where I was born. I have lived all about the USA, visited Mexico, and lived in Nepal for a short while. I'm accustomed to beging gringo priced just from the flea markets of my teens and early 20's visiting my mother, and most definitely in Nepal. That was painted on the signs for how much to pay: Price ______ (in white paint) White People: HUGE INFLATION, another universe. I was in the habit of a travel agency we knew making my reservations without mention of my race. This created some consternation when I would arrive with my travel companion/translator and driver. I found it less expensive to just hire a driver for my entire trip that included petro.
I'm 57. I will be healthier if I can hire help to come once or twice a week. Once I have bought my home, I may be able to provide someone with full time employment. I would like to if I won't be resented.
A man has written on a blog, an African American was told "go home white man". He was a business man and investing in the community. What that says to me is gentrification. I want to use local agents that will keep costs as close to locals as possible. I don't want to raise their cost of living. I've watched two diverse places I've lived fall victim to this awful "progress" and I don't want our greed infection to be something I carry somewhere.

I don't want to live on the coast, but in a nieghborhood where I can walk to a diverse store. I have celiac disease and can not have any form of wheat flour, barley or rye.
I need a ground level home on a quiet street. I don't feel the need for locked gates, and fancy security and underground parking or a pool. I want a home, not an apartment complex in the USA.
I need to be forced to practice Spanish there. My learning starts anytime now and I don't want to give up. It will be difficult for me. I had CoVID19 moderate, when it was first hitting the USA in mid March, 2020 and I have never been the same, like a light fog is over my mind sometimes and I become winded or fatigued so much more easily. But I've started a strengthening program and I'm definitely making progress.. I know Cuenca has programs to help expats improve their spanish, does Manta?
Also, I understand Ecuador has it's own dialect so I don't know whether to learn Spain spanish or Mexico Spanish... tip's please... I'm coming to visit very soon. I take the experience it bit seriously. I live where we have winter and cold in the way below Zero Celcius. (in the low teens now and summers are ruined for Portland, Oregon... for all the west. The drought is terrifying. Our Polar AC is gone and we are in danger. I hope the fresh water in Ecuador is more plentiful, or a desalination plant.
I'm a protestant Christian heading for a Catholic nation.... any tips? I'm also WHITE, And already have to wear clothing that has spf50 itself. I plan on investing in more 8-).

OH, I have two small dogs. I want to rent before I buy, but will I be able to do that with my dogs? What's the pet seen?

I have a Master's in Gerontological Nursing and can do a great deal of canine vet work. But... I'd like to know Manta has a Vetrinarian -please Lord.

Any tips on where to stay this Fall are welcome
