Enter Ecuador again after expired 90-day visa (Apply for Investor Visa without waiting 275 days)

How can I get another visa for Ecuador if I've received a normal 90-day "tourist visa" in the past 365 days, and I left Ecuador?

I was considering to become a permanent resident in Ecuador, so I traveled to Ecuador to "try it out." I arrived without a visa and I got the free 90-day visa-on-arrival in the airport. I ended-up liking it here, so I decided to apply for the Investor Visa. However, in order to prepare the documents for the Investor Visa, I decided to travel back to my home country to get the required documents. My plan was to prepare the documents for a few weeks/months, and then go back to Ecuador to apply for the Investor Visa.

But there's a problem: if you get a 90-day visa-on-arrival, you have to (afaik) wait 275 days (365 minus 90) before you can get another 90-day visa!

I read that you can apply for the investor's visa from an Ecuadorian consulate in your home country, so I _could_ do that before I return. But I've also read it's faster, cheaper, and far easier to get the 2-year investor visa inside Ecuador rather than a consulate abroad.

I've also considered getting a different class of visa, such as a volunteer visa (and volunteering for a month or so at some school or something). But I'm not sure if this is possible: if you had the 90-day-tourist-visa-on-arrival, do you have to wait 275 days before you can get a volunteer visa?

Are there any other ways I can get back into Ecuador (without waiting 275 days) so that I can apply for the Investor Visa in-person in Quito?
