The cotizacion is determined on an individual basis and is based on income sources— active employment earnings, pensions, investments. You will not be informed as to whether or not you will pay or be exempt from any charge until after you have lived one year in France and have filed your French income taxes. Like many rules and laws in France, requirements can change from year to year. Here is a French government site that explains a bit more. Other than that, I have knowledge only of my own situation as a retiree. https://www.french-property.com/guides/france/public-services/health/puma/charge#

Thank you for your answer. I know if you have active income you will have to pay cotisations for puma but my question is if you have only passive income ie social security and retirements accounts( 401k ira and roth) are you exempt.

I thought I had posted a response to your response. Yes, I understood your question and answered it. All income, active and/or “passive,” is considered when determining whether or not or how much cotizacion you will pay. All legal residents of France are required to file annual French income tax forms, regardless of whether or not they work. You will be informed of any required healthcare contributions after your first tax filing.

As far as you know, are expats EVER completely excused from PUMA cotisation? Thanks!

I have asked this same question in other forums, and have been informed that at least some people do not pay anything on their retirement income from the US based on their personal experience. Social Security, IRA, 401K. I have had others say that I would have to pay, but not from their personal experience.

Interesting, thanks for the report! Could this be a sort of average-to-rich Expat sliding scale that Gouv is using but hardly publicizing - ..?

The impression I got was that it was about how the income sources were evaluated, sometimes mistakes are made, either on the part of the person filing their taxes, or on the part of the state. My understanding is that it should not be subject to the various social taxes, if it is a state pension (Social Security, IRA, and 401k all have that classification). In the end, it is best to consult with an expert on the subject, which I am not, and if you are incorrectly charged, then you can contest it.
