I think $1,500 will be a little tight for three people, but depends on your lifestyle. As far as English being spoken in shops, restaurants etc., no not widely spoken. You find it more often in tourists spots like Antigua.

I hope you are not considering moving to Guatemala without coming here first on an exploratory trip. Your question about safety indicates to me that you have never been here. It is also very difficult to answer your question as the answer to the question of personal safety depends so much on your personal habits. Are you aware of your surroundings? Are you moderate in your use of drugs or alcohol? Will you wash your vegetables before preparing them? Are you prepared financially to seek proper medical care when the inevitable family emergency occurs? On paper, medical care is free here, but the system is chronically underfunded by the government. Will you be doing your own driving? Do you have an independent source of income while you are trying to establish yourselves here? There have been many similar questions dealt with on this forum. You might want to search this out here. Bajasur has lived here a long time and I would pay attention to what he says about life in this surprising country.

Are you asking if 1500 US dollars per month is enough to live in Guatemala ?
I have a apartment/wharehouse/office 130USD and apartment 32USD , my electric bills are 33 USD and 11 USD , food is 115 USD , all averages . the apartment is in Santa Rosalita and the office/apartment/whare house is in Teculutan . I have tought school 4 times here it is very frustrating ( not the childeren but the school administrations ) . I was robbed 18 times in latin America but never hurt , then I got tired of that and learned taekwondo and the last two times ( two robbers in Guatemala city and 6 in palmera Columbia ) all ran when I attacked first ( with a smile , no one here seems to want to fight a person that wants to fight , just drop the leader first , then go for number 2 and so on till they give up , got to be quick :) I use so little English I am starting to forget it . problem is not speaking spanish , it is that there is not one spanish ,there are thousands of spanishs , Antofagasta Chili in the center of town is different from the suburbs , Columbia , Teculutan , Santa Rosalita , every where you go you have to start learning a new spanish , and some little snot will look at you struggle with the local spanish and say "you don't know nothing" One piece of advice when you come here you are going to be exposed to a number of new "bugs" so plan on taking it easy at first , 5 hours aday first three months , 8 hours a day next 3 months , when you get worn out you will get sick ( this applies more strictly to places like Porto barrios than some colder places).
