Is it a common practice to dicker or negotiate for goods or services in Mexico?

Only occasionally, as with a street vendor, car washer or in a privately owned shop, only with the owner. Never to 'beat the seller down' and never in a chain store where prices are well marked.
So, not any more than you might do in the USA.

I agree. It is bad form to dicker in many cases. When in doubt when I ask a price, upon hearing it, I let a sad expression sweep my face. If they have jacked the price up for gringos, they will quickly drop it without being asked. Always ask for volumn discounts. If you want more than one thing, get the price on one, and then ask again what the price would be if they included something else.

PROFECO (Protection Federal for Consumers) says: You should compare prices everywhere...check the quality of the item or service before making a decision. If you have been ripped off make a formal complaint to PROFECO...most bigger towns have an office listed in the phone book under Government (Gobernacion)
