can i deposit money in the bank in acapulco and my family take it out in the u.s

Not unless the Mexican bank and the US bank are 'joined at the hip'. If it is a one time event, it would be simpler to go to the bank with a Western Union agency and simply wire the funds. That would not require you to have a Mexican bank account; often a difficult and seldom profitable relationship. Most expats maintain their home country bank accounts and bank online. That way you could use 'Bill Pay' to have your bank send a check to anyone, for any reason.

I haven't moved money in that direction, but I have been told on numerous occasions that Western Union is the most expensive method of moving money.
If money can be moved down from north to south, why not the reverse?
