O.K., here is a weird question. Is it safe to tow my 25-foot sailboat to the Progresso area? I thought I would enter Mexico via Texas.

You don't say what state in Mexico you are headed for. There are a lot of towns called 'Progresso' on both sides of the border.
However, there aren't many 'banditos' with an interest in a small sail boat.
Enjoy!

Sorry, I didn't know there was more than one Progresso. I'm interested in the Yucatan (Merida/Progresso) area.

I can't answer about Prgresso but I will give yo some advice on crossing into Mexico. I am passing this on from Pete Schuster. I have been crossing in and out of Mexico for several years and I finally found a place with the least hassle. Go to Eagle Pass and cross to Piedras Negras. I was honestly struck with awe at the ease with which I crossed. You will need a map to navigate on South but the Highway from Texas almost all the way to Mexico DF I Hwy 57and it is one of the best non toll roads in Mexico. There are many very nice stop-overs along the way. I live in Tequisquiapan, Queretaro, just to the east of Hwy 57 Unfortunately, there are no bodies of wayer suitable for sailing near me.
Have a good trip.
