Temp Residency Visa? No income.

I lived in Tijuana 2001~2006 but moved back due to commuting issues. I moved back about 6 months ago and took out a tourist card. Maybe a little different here in the border towns but in 20 years of visiting and living here I have never been asked for my passport or visa except when traveling by air. I am fluent in Spanish. but a US citizen.

I am 58 and won't get SS for a few years more., I currently have no regular income but do have $400k+ in banks and investments.

I'd like to get a 4 year temporary resident visa and buy a house. I can go back and forth between home and the Mexican Embassy in San Diego pretty quickly, Will my investments/savings qualify for that visa?

Also, I'd like to be able to rent rooms and/or sell stuff to make a little money. Can I get work permission for that with a temporary resident visa?

I'm keeping my car and drivers license at a San Diego address. I've been stopped at retenes here looking for carros chocolates. They only care that the license and registration are current and both from the same location. Either both are Mexican or both are US.
