Mexican travel form

I can't remember the name of the form but it is given you to you as you enter Mexico. Basically white with green and red accents. You get it on the airplane coming to Mexico.....I am trying to figure out why Mexico has this form and other countries I have visited only stamp your passport entering and leaving. Last month I traveled from Mexico to Brazil. The airlines told me on board if you need immigration paperwork then talk to the kiosk once you are in the airport (for me in Mex. City). Because the flight originated in Mexico the plane did not furnish it.The kiosk folks said because I was permanent resident I did not need the form anymore. After my 10 hour layover I went to board my next flight to Sao Paulo. To my surprise they would not let me board without the form. I missed my flight and they took responsibility for booking me the next day the same flights. They told me sometimes the kiosk folks give bad information..UGH! 10 hrs in the airport turned into 34 hrs. That form is sometimes furnished and sometimes not. It is sometimes collected when you leave and sometimes not. It is VERY confusing to me and I missed my flight because of it last month. I am curious why the form even exists if other countries don't use it. I resist traveling because of issues like this. No consistency makes life more difficult for me. Things like this are a challenge for me living in mexico. I am learning but the target keeps moving.
