Mexican drivers license

I am getting conflicting information about getting a Mexican drivers license and even if I need one. My trust is not completed so my utilities are not in my name yet. Without a utility bill in my name I am told I can't get a drivers license here in Mexico. And do I need one to legally drive a Mexican plated vehicle? I am RP. Living in the free zone it is not a huge issue but traveling out of this zone is when it becomes an issue. A friend of mine, Spain citizen, bought a new truck in Mex City and can't get plates on it until he gets Mexican drivers license and he can't get that until his trust is completed and that allows his utilities to be put in his name. I am trying to gather information before my trip to the 'town hall' where it gets applied for here in Guaymas, Sonora. There has to be RP's here living in rented homes driving Mexican plated vehicles. They wouldn't have utilities in their name. Any thoughts?

If you have a copy of your CURP, your RFC, and utility bills at your address, you should be OK. Generally, the utility bills are to confirm the existence of the address, and not necessarily in your name; as would be the case with a renter.
Your US license is OK to drive any car in Mexico. There are reciprocity agreements. However, some government clerks seem unaware of that fact, and can cause 'inconveniences'.

When I got my Mexican driver's license in Mazatlán early this year, I had my RP, but no utilities in my name, as a renter. I brought my lease agreement and a utility bill, I used a facilitator, who really helped. I had to sit through a class in Spanish, and take a written test in English, but everything went smoothly, took a little over two hours, and I saved myself the enormous hassle of trying to renew my California license as an over-70-year-old.

http://www.soniadiaz.mx she can get u a Guanajuato drivers license. She did this for me on a mx tourist visa and an expired us license. Took 45 minutes! She does vehicle reg. too.

RVG.. My curp number is on my RP card. Is that what you are talking about? What is RFC?
My friend that needs to have a Mexican drivers license to drive a Mexican plated car is coming from Spain...Is that the difference between him needing a Mexican DL and me not? Thanks

Every municipo has different rules to obtain a DL. What is required in Playa is different than the requirements in Chapala.
Don't avoid "town hall" You should go to hacienda in Guaymas and ask what they require instead of asking us. Some times all you need is effectivo (and a blood type test).

Or hire a facilitator to guide you.

When a CURP is required, even though the number is on your visa, you will need to provide a color copy of your CURP, which may be printed by using the government website.

I am an RP with a mexican plated auto. 3 years ago I received my Mexican drivers license using my CFE or water bill which neither had my name on them only the prior owners names. I was the new owner of the property just purchased and closed with a fideicomiso. It seems as though the names on the utility bills were not important to the bureaucrats just the property location. Perhaps they have a data base to cross reference ownership.

Good evening! Just a quick note to add my two cents. I am a temporary resident and I got my Mexican Drivers Licence (Licencia para conducir) in Mexico City with only my residence card and a current (within 90 days) CFE electric bill. I may have shown my passport and my Pennsylvania drivers licence, but I am not sure.

There was no test at all, although they made me read aloud from a law book which I guess I did all right. And, of course, I paid the fee. I now am on my second licence, as I had to renew it. Same routine. If you are over 60 and have your INAPAM card, you can skip the lines. I really thought they'd want to be sure I knew what "neblina" was or "no rebasar" or "Disminuye su velocidad, su familia lo espera" but none of that. Of course, the requirements may vary by state.
