Mild climate and good food

My spouse and I are looking for a place with culture and architecture, and of course good food! We are not fond of the hot weather, so unlike many couples who are seeking beaches and warm weather, we prefer the milder climate and some seasonal changes. Much as we love Iceland, that is a little too severe for us, but we don't want to retire to the Equator either! We love France, Italy and Spain but are open to other suggestions. Anyone have suggestions of what we should look at or know? We have a retirement but are not millionaires, so we hope to find something where we have money left over to travel.
