Quiet yet Convenient Places in South America

Hello! I'm someone with chronic illness and I'm looking for a place to live that's rich in nature and culture, yet has many of the modern conveniences that I need as someone who deals with pain on a daily basis.

Things that are important:
* Reliable internet
* Low crime
* Fairly quiet
* Ammenities all easily accessible (Good transportation system is a plus, good taxis are good too)
* Lots of trees (ideally even in city centers but it's okay if it just surrounds the city)
* Low cost of living

I'd love to hear about places you've been, even if they don't entirely fit the bill!
