Looking for a safe country with lower cost of living and good public transport.

Filling out the intro form so apologies if I am completely off in my tone or seem otherwise out of touch with this community.
I was recently in a pretty terrible vehicle accident and now find myself making some rather large changes in my life. One being a chance to potentially move out of my current very expensive, LONELY country of Canada, and to somewhere with #1) lower cost of living, #2) good public transportation, #3) safe enough to go for regular walks. Canada has #3....
Not sure anything else is really that important? I have no interest in the expat community (I mean no offense to those present, truly!) and I would be going alone. Figure I'll just shut off English for 6 months and force myself to speak as the locals do. My work can be done remotely and I am trying to get into freelancing of some variety so employment is not much of an issue. I already live on a very meager income and have for most of my life, so making due with less is no problem, although I will get a good amount through a settlement and otherwise am rapidly retooling for a different career.
