Beaches, sailing and diving

Hello, we are trying to decide on an affordable place to live with access to beaches (doesn't have to be touristy, just a place to relax), sailing and diving and with people who are laid back. We are retiring in October 2022 and are ready to make the decision. We have considered many places in the US and abroad (mainly Mexico, Belize, Panama, CR, etc.). Suggest away.
