My husband and I have not narrowed down a country that we are set on moving to.

My biggest concern is getting a visa because neither one of us have a 4-year degree. We both have experience in public service (he is a firefighter, I recently left my job as a 911 call taker).

Is it possible to get a work visa without a degree? From what I have read, it can be difficult to find a job until you are in the country, but also difficult to get a visa without a job first. Have you navigated this?

Another option would be a student visa. Would we both have to have a student visa, or would I be able to study and bring him with to find work?

Finally, do you have any website recommendations to look for jobs within your country? I want to see what kind of skills are in high demand so I can make myself as marketable as possible.

What country are you from?
If you are American there is another option people tend to forget - Department of State has a lot of overseas job openings for US Citizens only ( https://www.state.gov/job-seekers/ ) with paid health care, accommodation, language lessons in the desired country without a need for work visas/residency permit applications. If both of you work(ed) for your government in some way (be it local, regional or central) you should have no problem getting a job there at the entry level.
If I were you I would use that opportunity to live in the desired country and check if it offers everything you look for.
Due to my occupation I met quite a number of foreigners who (them or their families) couldn't find themselves in the foreign country they were posted into.
