Snorkeling from shore

We love to snorkel from shore and I have seen some great beaches to do this from. The problem is that a lot of the beaches are in heavily populated tourist areas. We don't want to be harassed daily, we want to live in an area that feels like home, not a vacation. The other issue would be that the beach areas are too remote and we wont have access to important services. We are really looking for something in between but where there are a lot of locals and we can be part of a community. We also don't want to have a car so bikes, walking or public transportation are preferable. Anyone that thinks they have found the right spot that has great shore snorkeling with amenities near by, with a good local community, I hope you will share.
