Can Manzanillo be on the Move?

I'll need to visit again soon, but Manzanillo might be too sprawling, but if it's cheap enough, it could do. Puerto Vallarta is too expensive for me. I'd prefer an English speaking community at first. I'm coming back to ZLO and will dig in deeper next time.
