Building codes and quality of construction

We live in FL but used to live in California. Does all of Europe (Portugal/Spain in particular) have solid building codes for earthquake, hurricane, etc. like America does? In FL, we have frequent hurricanes but strict building codes help prevent damage. Also, FL saw an entire condo building collapse in 2021. CA we saw many (old, pre-earthquake code) buildings damaged or collapse. Since real estate in Portugal is now as much or more than Florida, we'd hate to think a property we buy could slide down a hill or get damaged in storms.
