Need visa info.

I need some help, please. I'm ready to do my permanent move to PI. My wife is filipina, our house is almost done. I have everything ready in PI. I was told that the best way to start my visa 13a process, is for her to land with me and start it at the visa/passport control window in the airport. It's this right? Or should I do what the BI websites says, get the tourist visa and then go to the BI office?
