Visa for unmarried child over 21

I’m looking for visa/resident options for my son. My wife and I are planning to retire to the Philippines next year and our son is unmarried but over 21 (he turns 22 in a couple of months) and is interested in moving with us. His mom / my wife is a Philippine/US dual citizen. Our son was born in the US while his mom was a naturalized US citizen and is still residing with us in the US. He would definitely want to have the options of working and/or enrolling in college in the Philippines.

Summarizing my understanding of his options from what I’ve read so far:

• 13a permanent resident visa - unmarried children under 21 can get a 13a visa through their Filipino parent

• SRRV visa - retiree can include unmarried children under 21

• Balikbayan privilege - most of what I’ve read only says children, I did find one place that said minor children, either way it won’t allow him to work and I assume he can’t enroll in college

• Tourist visa - no age or other restrictions for him that I can find other than having to extend every 1 to 6 months and exit the Philippines every 3 years, but it won’t allow him to work or enroll in college

• Quota immigrant visa - seems to be for people with skills/knowledge beneficial to the national interest of the Philippines and there are only 50 per nationality per year

• Citizenship - he can apply after 10 years of living in the PH (or 5 years if he marries a Filipina citizen)

I could have misunderstood some of the options above but that’s my working knowledge so far, please feel free to correct anything that I’ve gotten wrong. I haven’t looked into student and work visas much yet because my son is looking to live there and then determine what he wants to do and he’s not going there to specifically look for a job or go to school. I know, the job thing is a whole other topic but he just wants to be able to work legally if he finds something he wants to do and can get past the foreigner working thing, after all he is half Filipino.

Does anyone know of any visas or options that would allow an unmarried child of a Filipino citizen over 21 to immigrate to the Philippines and legally be allowed to work and to attend college?
