No winters, but milder climate suggest Baguio if you are looking at the Philippines. The Philippines also has great healthcare (for those who can afford or seek it out), and you can get domestic assistance as you age.

Alternatively (ignoring the fact this is a Philippines forum), there is the Caribbean, Dominican Republic, and Islands off of Honduras (Utila and Roatan). The downside with Caribbean destinations (compared to the Philippines) is that many islands are small and lack services for rehabilitation or elder care. If you age in the Caribbean to the point you loose mobility, you'll probably end up returning to some mainland.

On a side note, I had an "ah-ha moment" the other day while watching "House Hunters International". I've looked for Philippines episodes several times, and only one episode exists for a condo in Manila. Why? Because foreigners can't own land (only the building or a condo itself). A show about "Foreigners buying houses abroad" is tricky to film when folks can't buy the house and land. That's why you have to turn to YouTube instead of HGTV for the Philippines.

As Draks has said Tagaytay and Baguio has a "milder" climate with amenities such as shopping malls, medical facilities, grocery, hardwares, etc... I wouldnt stay at downtown or Baguio city proper. It is over crowded and kinda polluted now. Stay at the suburbs of Baguio (about 20 - 30 minutes drive).

Another good location is in Valencia outside of Dumaguete. It has a higher elevation with a much cooler climate. Lots of expats live there too.

I live at the outskirts of Antipolo city which also has a cooler climate since it has a higher elevation. It is actually situated at the Sierra Madre mountain ranges. The city has malls, hospitals, supermarkets, etc... which is just a 5 - 10 minutes drive from where I live. And is just about 20 - 40 minutes drive to Manila.

It all depends on you as an expat. Are you a beach person, city person, or a mountain person? There are a lot of places in the Philippines which has a "milder" climate. Although the country is inundated by monsoon rain for almost half the year. (The rain though is not that cold compared to rain in Western countries).

The rule of thumb is if you live in higher elevation (say up in the mountains} the climate is much cooler. And believe me, summer here is a scorcher. That is why I didnt opt in living by the beach.
