IMHO It appears as though the EU wants to level the playing field to compete with Portugal and other countries in attracting retiring boomers.

I think you have misread what this does. This is simply a response to similar US requirements and has nothing specific to do with Portugal or residency.

To Wallvestor's post about the new Etias visas required for Americans coming to Europe: I don't know what your message header means, so apologies upfront if I'm missing the point. Etias has zero effect for any of us moving to Portugal. For Americans visiting it simply adds the step of registering and paying a fee. It collects more data on Americans. The 90 days out of 180 rule still applies.

ahhh haaa OK.... further reading reveals only a 90 day stay is permitted each 180 days.
