How to obtain residence visa when living abroad

I'm a retired US citizen that has been living in Cambodia since October 2019.  I am planning, covid 19 permitting, to move to PT this September/October.  Research tells me I need to obtain a "Residence Visa" prior to arriving in Portugal as it is needed to apply for a "Residence Permit".  Any advice/ideas on how to accomplish this (there is not a Portuguese embassy in Cambodia)?

I suggest you contact the nearest Portuguese Consulate. A personal interview is not always required , especially if you are living a distance from the Consulate.

When you first contact the Bangkok embassy I suggest you state the nature of your permission to stay in Cambodia and how long you've been there. Why? When I applied there for a residence visa in 2018 the conventional wisdom is you had to apply in your country of residence and the Embassy decided if your current situation qualified. That's something best learned at the start of the process so you don't end up wasting time and money.

Follow the process outlined in the article here "US Citizens Moving to Portugal: Demystifying the Paper Trail" but substitute applying at the Portuguese consulate in Cambodia and getting a Cambodian police report versus the FBI background check.

Portugal has neither an embassy nor consulate in Cambodia. Their Bangkok embassy serves Cambodia and other countries.
