Hi,

We have been in Barbados since November 1st 2020 and we'll stay here up to a year. When we return to the U.S., we would like to apply for the D7 visa. Which consulate would we need to apply for the Portuguese Residence Visa in? We lived in Oregon, so would it be the SF one? But we won't have an address there as we were renting in Oregon, and only have a little storage unit there with our belongings there. If we want to stay in Maryland because we have family there, could we choose to do it at the DC one despite the fact that we hadn't been living there? We have, however, been getting our mail forwarded there. Thank you so much if you're able to offer help.

You need to make an appointment on line, I believe all Portuguese consulates only see people with appointments .
Good luck. Keep trying don’t give up until you make that appointment.

In the article U.S. Citizens Moving to Portugal: Demystifying the Paper Trail, it says "You'll start this two-step process by getting your Portuguese Residence Visa (officially the D7/D/Type 1) from the U.S. or your current country of residence (wherever you currently reside and have resided for 1 year or longer)." I am stuck on which location to make an online appointment at because I will not have lived in Barbados for quite a year, and I won't have lived in the U.S. for almost one year. Is anyone able to shed light on this? Thank you.

Because you have not lived outside of the US for a full year, you need to apply from within the US. You need to choose something that links you to a state, such as the last place you lived, the state from which you have a driver's license, the state you're registered to vote or have an address you've used while in Barbados. There is no rule about how long you need to have been 'resident' in that state, but you will need have or establish a legal link (the driver's license, etc). For your financials, you need 3 months of the most recent statements; what address do these show?

Thank you for your reply, Craigandmicki. It's good to learn that there is no rule about the amount of time a person's been a resident of a particular state.

Oregon is where we're registered to vote, the last place we lived before coming to Barbados, and where our bank is that the electronic deposits go into.

Our licenses are from California.

The addresses we've been using in the U.S. are in Maryland (his mail is going to his mom's house, and my mail is going to my parents' house in the same town in Maryland).

Could we use any of these as an anchor to establish that legal link?

Alternately, if we have the ability to stay in Barbados for additional time that puts us over the one year mark (the prime minister is supposed to announce something about this topic soon), would it be more logical to attempt this from here?

Thank you.
