what is the cost of living in Portugal?
How easy is it to move internationally?

It's difficult to tell without knowing how you live. Do you want a city or rural area? Do you cook or eat out all the time? Do you want to drive a car?

Many people find that Portugal is more expensive than all the articles say it will be. Electricity and petrol are high compared to the US. Food is generally less expensive than the US. Relative rent or home purchase price depends on where you are coming from. If you move from San Francisco or New York City, Portugal is inexpensive. If you move from the Poconos or Kansas City, it's not.

If cost is a major factor, there are far less expensive places to live outside the US. Portugal is not getting less expensive and there are places that aren't going up.

There's a website called numbeo that gives approximate prices. It's a bit low on rent, at least for Lisbon, but probably a reasonable indicator.
