Can I retire in Cape Town ?

I am a single retired American considering living in Cape Town.
Since my total assets are about the equivalent of 7,500000 Zar and my monthly income is about 27,000 zar, I don't think that I qualify for any type of visa.
Am I correct in thinking that I can live in SA for 90 day periods, go to Europe for a few days, return for another 90 days etc etc?
if this is possible, would I be able to buy an apartment or sign a long term lease?
There is no SA government office in the country where I am cureently living. .
