Sweden Visa - Waiting time ??

Hi,
Will the paper submission of the visa documents directly in the consulate take a long time compared to the online visa submission ??
I submitted my documents on june 12th in chennai consulate and my course is starting on august 19th and 'm done with my biometrics also..will i be able to get my UT card well before the course date .. Because the embassy people say it may three months for the decision ..is it so ??
Help me out!

I've heard that visa should take only 15 days to be handled.
Citizenship may take 4 years or something.

Never heard of visa documents taking three months.
