seeking healthcare in the UK

Hi, I'm a Chinese national currently living in London.

My father has health issues resulting from a period of chemo-radiotherapy that he received many years ago for his oropharyngeal cancer. It has damaged his windpipe, and he has constant lung inflammation now, as food drops into his lung while he eats. Doctors in China are saying that his condition cannot be treated entirely, and he can only rely on constant doses of anti-inflammatory drugs now. Nothing urgent, but seriously impairing his quality of life.

We are hoping to seek a solution that can tackle the problem from its root. Would it be possible that better technology or expertise is offered within the UK healthcare system? And if so, how does it work? Can my father seek healthcare on a normal tourist visa, and does he have to register with a GP (I'm not very familiar with the NHS system)?

Please help me with this if you have any information regarding the issue. I'd be more than grateful. Thank you.
