Vietnamese can return to VN, but did have to do two weeks, and later three weeks quarantine. They can still return, but I don't know what the conditions are, apart from the being a reduced number of pax per flight, which makes the tickets much more expensive. My nephew is booked to return to VN from Australia in January 2022.

Vietnam will open to international tourists in 3 phases. From now till Jan, you can visit 5 designated places but strictly following a regulated schedule preplanned by certain tourist agent's only. Its a packaged tour. You need show acceptable vaccination certificates. From Jan to April, more places will be added. In July, they plan to have international flights resumed. But all are subject to prevalent conditions as time moves on.
