Hi, we are looking to buy real estate in Costa Rica for future retirement but looking to find an area in Puntarenas and the southern zone that isn’t blown up by tourism but close enough to developed areas.

cnerio1, when choosing an agent, ask them to show you their residency card, where it will state:

'Residente Permanente'
'Libre Condicion'

Meaning they are legally permitted to work in CR.
