"Yes, foreigners are allowed to own property in Quepos. The country has a law known as the "Ley de la Reforma Agraria" which allows foreign citizens to purchase and own property in Costa Rica. This law also allows foreign citizens to obtain a mortgage from a Costa Rican bank to purchase property. However, foreign citizens must obtain a residency visa in order to purchase property in Costa Rica. Additionally, foreign citizens must also register the property with the Costa Rican government in order to obtain legal title to the property," explained one expat living in Quepos, Costa Rica.
